Law to save animals

There are several crimes that occur against animals. Some published on social networks. We are witnesses of crimes against animals on the roads, animals abandoned on the beaches after the summer, animals poisoned, killed, etc.

I suggest the creation of a Federal Law for such offenses, with drastic penalties. It requires States and Municipalities to monitor and establish temporary centers for abandoned animals. And the reception of animals, castration, and stimulation of adoption through tax cuts.

After the adoption they must monitor them to see if the adoption was for interest or love, and who adopts must have proof of minimum income, mental capacity and criminal background check.

Then there is the creation of a hotline for complaints, which can be served by volunteers. And the creation of a mobile application where people can report cases of mistreatment and allowing to send films and photos to be performed accurately.

A Council for the Protection of Animals must be created too, since animals, under current Law, are considered incapable beings.

In addition, we need tax incentives for the creation of NGOs to help States and Municipalities to care for the animals until their adoption, to be promoted through monthly fairs. Where you could seek help from volunteers who make such fairs. It should also have places for Adoption Fairs.

Shelters, as well as NGOs, should have a veterinarian hired to perform castrations, vaccinations and necessary consultations, having the states, municipalities or Unions, assume the costs of medicines.
