Nonconformity with the initiative of Law that repeals the Law of Animal Protection of the State of Querétaro to create the Law of Animal Welfare for the State of Querétaro.

In these days enforcing human rights is so difficult that with the greatest impunity and by fashions are being violated in a concerted way, with treachery, advantage and a perverse premeditation.
Since the political operators of the National Action Party (in the city of Querétaro under the leadership of the deputy Daesy Hinojosa and all its staff) together with the Green Ecologist Party (with its only representative in Querétaro, the deputy Yolanda Rodríguez, who does not Only signing the proposal since she is also the president of the commission that dictates it), supported and committed to international interests through associations such as Animal Heroes, deploy multiple almost identical versions of legislation that is extraneous to the Mexican economic and social reality, reproducing cynically in the same terms and virtually identical texts in 5 initiatives in Mexico City, 2 local, the constitution of Mexico City, and a federal Animal Welfare for the United Mexican States, involving several states of the Republic how Aguascalientes, Monterrey, Guadalajara, León, Veracruz, etc. Making small progress by passing regulations or promoting new laws where their contributions are really zero and lead to little or nothing:
Sterilization of ALL pets (of practically any age, exceeding even the minimum terms of age to exert this intervention). Criminalizing the citizen who does not do it.
Registration of ALL pets, via microchip, made in the offices and grounds of their own council, with cost to the citizen and exposing their personal data to a registry without any protection as it will be in the hands of individuals.
Creation of bureaucracy to manage this program under its own agendas and rhythms without any type of certification or study that endorses "animal welfare".
Criminalization of domestic breeding unless it fits into the profile they define, curiously under their records and standards.
Criminalization in specific to dogs and cats that already live in homes, under null observation or suitable legislation for exotic or domesticated wild animals.
Criminalizing the amateur training to sports and recreational activities, including the training of rescue dogs or therapies, coacting the work of trainers, ethologists, mvz, therapists, etc. Prohibiting to perform in the activity that each individual is specialized restricting its free expression and means of life.
Fines for up to 400,000 pesos ($ 20,000)
Based on the UDHR (Universal Declaration of Animal Rights, not binding on UNESCO, 1978), and not on DUBA (Universal Declaration of Animal Welfare), which replaces the previous one, and among its most important items establishes the 5 rules of the Animal welfare on which should be based any legislation that claims to be called Animal Welfare:
Free of thirst, hunger and malnutrition.
Free of disconfort.
Free from pain and illness.
Free to express itself according to its nature.
Free from fear and stress.
Unfortunately on these legislatures, they obviate or exaggerate in the spirit of obtaining the WELFARE of their followers, vexing the property rights since all the pets are expropriated by means of the " tutorship", that is to say that they can enter to any address to seize or to decide on the pet without any legal repercussions, since they are only tutors and lose their patrimonial rights.
