Because animals are defenseless beings and loving with us, and do not deserve that people abandon them for natural reasons, such as when they leave their dogs when they are pregnant, or others who abandon their pets when they are sick.
I think after the killing of an animal, abandonment is the most serious crime, as very few of them end up outliving to be on the streets in the cold, hunger, thirst, being trampled, abused by others.
We must not allow abandonment and must punish this people with the full weight of the Law, that is why we need Laws to be changed so that these people go to prison, and to recover stray animals to have a decent life with people who love them.
