Animals are living beings and deserve better treatment than they receive in many cases, NO to mistreatment, NO to torture and neglect.
They should act harshly in such cases, and especially the protection Laws must be more severe than the ones we currently have.
I suggest that we could use ID cards in the cities, if we request it, to intervene if we find cases of abuse or abandonment of pets. This is a way to combat animal abuse. Many times we see cases of abuse where we live and we cannot act, we just can call to report it, and the authorities wait too long to check the complaint and in that time the animal suffers and can even die.
