New Animal Protection Law in Portugal

1) Whereas it is the duty of human beings to respect animals and to ensure that they benefit from legislation which protects them properly and effectively;

2) Bearing in mind that this duty is increasingly recognized and appreciated not only in Portuguese society and throughout the world, but has led governments, parliaments and municipalities in various regions of the world to acquire advanced Welfare of animals;

3) Bearing in mind that, although this is a duty of the Portuguese State, this has not been fulfilled and has not materialized in a minimally satisfactory manner, who until now chose to leave the animals in abandonment and cruel indifference, taking into account The serious actions and omissions that many commit against them in an environment of almost total impunity;

4) Bearing in mind that the Portuguese State, by failing to adopt appropriate, effective, modern and proactive legislative measures, either by failing to carry out satisfactory monitoring, prevention and punishment measures in relation to violations of applicable laws Animals, either because they have not yet been banned or in which some of their bodies, including municipalities, have participated in such cruelty to animals, has led to serious problems affecting Portugal;

5) Bearing in mind that the study of the opinion "Values ​​and Attitudes for the Protection of Animals in Portugal", held in May 2007 by the Center for Research and Studies in Sociology (CIES) of the Institute of Labor Sciences and (ISCTE), based on a survey carried out between February and March 2007 by GfK Metris, made it clear how the majority of Portuguese citizenship - very significant in many respects, and overwhelming in many others - believes that animals in Portugal are very unprotected and must be protected with urgency and force by the Portuguese State,

The citizens subscribe to ask the National Assembly for the following:

Approve and implement a new Law on Protection of Animals, which must take into account all points, or the greatest possible number of points, of the Bill presented by the ANIMAL Association.
