In this city they don't like street animals. But the worst thing is that at this moment there is an abnormal disappearance of these poor animals. I think they are eliminating them. I don't know who or how, but it's a fact. A neighbor saw two dead cats that appeared to be perfectly healthy and well fed.

What can be done? We must investigate, maybe they are poisoned with cat food. I asked the associations what they think about it and they told me that these are not shots, but probably poisonings, and we do not see any corpse. There are rumors and I think they are justified. What if the city council does not want to do anything?

Obligation of mayors regarding stray cats

As of January 1, 2015, “stray” cats must be sterilized, identified and released in the facilities where they were captured. In effect, the texts stipulate that: “Unidentified cats, without an owner or possessor, that live in groups, in public places, in a territory of a municipality, can only be captured at the request of the Mayor of this municipality. These animals may only be taken to the kennel to the extent that the identification and sterilization program provided for in article L211-27 of the Rural and Maritime Fishing Code cannot be implemented. "

Article L211-27 of the Rural and Maritime Fisheries Code modified by ordinance No. 2010-18 of January 7, 2010 - art. 3 requires that:

"The mayor may, by decree, on his own initiative or at the request of an animal protection association, have unidentified cats captured, without owner or possessor, that live in groups in public places of the municipality, to carry out their sterilization and identification in accordance with article L. 212-10 This identification must be made in the name of the municipality or said association.

The management conditions, sanitary control and custody in the sense of article L. 211-11 of these populations are under the responsibility of the representative of the municipality and of the animal protection association mentioned in the previous paragraph.

These provisions are only applicable in rabies-free departments. However, without prejudice to articles L. 223-9 to L. 223-16, in the departments officially declared infected with rabies, exemptions may be granted to municipalities that so request, by municipal decree, after a favorable opinion of the National Agency. responsible for food safety, environmental and occupational health according to scientific criteria aimed at evaluating the risk of rabies ".
